Kazakhstan Tourist SIM Card: What to Buy and What It Costs
Beeline, Kcell, Activ, Tele2 and Altel, prices in tenge and dollars, SIM registration rules, IMEI checks for phones bought abroad, and a comparison with a tourist eSIM.
A tourist in Kazakhstan can use a SIM from any of the four brands: Beeline, Kcell, Activ or Tele2 (Altel belongs to the same group as Tele2). A starter pack with 10–30 GB a month usually costs about 2,500–6,000 tenge (roughly $5–12), and the SIM card itself is sometimes sold separately for 500–2,000 tenge. You buy it with your passport at a store or at the airport. If you need a connection right after landing and no queues, it is simpler to set up an eSIM in advance.
Prices checked in October 2026 from reviews and public sources. We could not confirm official price lists. Tariffs change often, so amounts are given as ranges: confirm them at the counter. Exchange rate used: about 500 tenge per dollar.
Which operators are there in Kazakhstan?
The networks belong to four brands, and they differ mainly in price and coverage outside cities.
- Beeline Kazakhstan. A large operator with a good reputation for coverage. More: Beeline Kazakhstan.
- Kcell and Activ. One owner, two brands. Kcell is positioned as the main brand, Activ as the cheaper one. More: Kcell.
- Tele2 and Altel. Also one group. Tele2 is often called the best value for unlimited data. More: Tele2 Kazakhstan, Altel.
We found no independent coverage measurements for every route. Traveller reviews agree only that everything works for everyone in Astana and Almaty, and that outside the cities you should check the operator’s coverage map.
How much does a SIM card cost for tourists in Kazakhstan?
Kazakh operators have no special “tourist” packs, so tourists buy regular prepaid plans. The figures below are guides from reviews, not a price list.
| Operator | Example plan from reviews | Price (checked October 2026) |
|---|---|---|
| Activ | “Better for 4990”: 10 GB, 100 minutes to Kazakh numbers, 30 days | about 4,990 ₸ (~$10) |
| Tele2 | Unlimited, first three payments on promo, then more expensive | ~4,790 ₸ in the first months, then ~5,990 ₸ (~$10–12) |
| Beeline | Monthly plans with data | ~2,500–6,000 ₸ (~$5–12); the exact plan depends on the point of sale |
| Kcell | Monthly plans with data | similar range; we did not find a current price list |
Keep in mind:
- The SIM itself. Different reviews put the starter card at 200 to 2,000 tenge, usually 500–700. Sometimes the plastic is given away for free.
- Promo prices. The first months on promo are cheaper, and it is not certain the promo is open to foreigners. Ask the seller.
- The airport costs more. Prices at airports are usually higher than in city stores.
- Sources disagree. Some reviews quote “starter packs from 2,500–3,500 tenge”, others 4,800–6,000 tenge. For 10 GB a month or more, plan for the upper range.
Free SIM at the airport
According to the Welcome.kz portal (June 2025), foreigners are given an envelope with a SIM card after passport control: 1 GB of data for 24 hours, and the packaging has a QR code linking to the safetravel.kz site with useful tourist information. We could not confirm whether this works at every airport and for every flight today, and it is valid for just one day. Treat it as a way to get online, not as your main plan.
Do you need a passport and an IIN to buy a SIM?
You need a passport, because the SIM is linked to its owner. Sources disagree about the IIN (individual identification number). Several travel guides say a non-resident needs only a foreign passport, while Beeline’s entry in one ranking lists both a passport and an IIN. We found no official page that clearly confirms either. In practice: bring your passport, and if you have an IIN, bring that too. The original document is better than a photo on your phone.
For a travel eSIM bought online you don’t need a passport, but it has no local number: it is mobile data only.
What is the IMEI check, and will it affect you?
Since 24 March 2025, Kazakhstan has had rules for mobile devices brought in from abroad. According to the law firm WPK, IMEI verification is mandatory if a phone was bought abroad and first brought into the country after that date, and it is needed to use Kazakh operators’ SIMs without restrictions. Foreigners may receive SMS messages on arrival asking them to complete the check.
What open sources say:
- Deadline. Media mention 30 days from the device’s first connection to a Kazakh operator’s network. After that, the phone may lose service. We did not check the official text of the rule for this guide, so confirm the deadline.
- How to do it. According to BES.media (9 October 2026), for individuals the procedure goes through the eGov Mobile app or the portal.imei.gov.kz, with biometric video identification. For foreigners, the sources do not describe the procedure or whether it is possible. Helpline: 1414.
- For a tourist. If you came for one or two weeks, use the SIM for less than 30 days, or never insert a Kazakh SIM at all, the question usually does not arise. Sources do not confirm that a short-term tourist must do anything. If you stay for a long time and put a local SIM into a phone bought abroad, check the rule with your operator in advance.
Is a local SIM or an eSIM better for tourists?
| Local SIM | Travel eSIM | |
|---|---|---|
| Purchase | At a store or the airport, with passport | Online before the trip |
| Passport / documents | Passport required; an IIN is sometimes asked | Not needed, only email |
| Internet on landing | After the queue and registration | Immediately, if the profile was installed in advance |
| Price | ~$5–12 a month for 10+ GB | Depends on data volume, see the table below |
| Local number | Yes | No, data only |
| IMEI check | Possible with long use | Does not affect your trip |
| Main SIM | Needs a second slot or a card swap | Stays in place; SMS codes still arrive |
Honest verdict: for two weeks or more with heavy data use, a local plan is usually cheaper. For 3–7 days, a transit or a late arrival, an eSIM is more convenient. More on the difference: eSIM or physical SIM.
How much does an eSIM for Kazakhstan cost?

| 5 GB | 1 month | $8.59 |

| 20 GB | 1 month | $19.29 |
| Day pass 1 GB/day | 7 days | $9.90 |

| Day pass 1 GB/day | 1 month | $36.90 |
Our Kazakhstan plans use Beeline, on 4G LTE. The eSIM has no local number: you can call through messengers and receive SMS codes on your main SIM. Hotspot works on most plans, and if data runs low, you can top up the same eSIM on most plans. All plans: eSIM for Kazakhstan.
How to get internet in Kazakhstan before your flight: step by step
- Check your phone. eSIM works on iPhone XS and newer and on most current Android phones. Compatibility list.
- Buy the plan in advance. The QR code arrives by email, usually within a few minutes.
- Install the eSIM at home over Wi-Fi. On iPhone: Settings, Cellular, Add eSIM. Details: how to install an eSIM.
- Don’t turn it on before the flight. The plan starts when your phone first connects to a network in Kazakhstan.
- After landing, select the eSIM for mobile data and turn on data roaming on that line. Turn off mobile data on your main SIM and keep it for calls and SMS.
If something went wrong: how to activate an eSIM.
What is the coverage in the cities and the steppe?
In Astana, Almaty, Shymkent and other large cities, the signal is stable for all operators. It is harder on intercity highways, in the steppe and in the mountains (Charyn Canyon, Kolsai Lakes, Altai), where the signal can drop for long stretches. Before a trip into nature, download offline maps and check your operator’s coverage map.
When is a local SIM cheaper, and when isn’t it?
Count by duration and data volume. For a month in Kazakhstan, with local calls and taxis and delivery that need a Kazakh number, a regular SIM is the cheaper option. For a short trip you pay for a monthly pack you won’t finish, plus time in the queue and on registration. A mixed option: set up an eSIM for the first days, and buy a local SIM in town only if you really need one.
Travel tips
- Turn off data roaming on your main SIM, or background updates will charge you.
- Dual SIM saves SMS codes. The main line receives the bank codes, and data comes from the eSIM.
- Check the requirements in advance. Rules for foreigners buying SIMs change, so confirm them on site before you pay.
- Don’t count on stable speed for Wi-Fi on trains and in hotels.
